Also, docking rights are the single most important change relating to 'ownership' of a system. It should stay as a consequence of system control rather than just upgrades. Otherwise it's back to boring station games again.

That's encouraging, except that some things need fixing ASAP. A few relatively minor changes *now* that remove the bulk of the farmers will be enough to keep people happy and still involved in FW until the rest of the fixes come along.

How about cutting plex LP by half and doubling PVP LP rewards? Less incentive to plex for LP, as opposed to plex for system sovereignty. More incentive to PVP.
